MacArthur Center, located on Monticello Avenue in downtown Norfolk, features one million square feet of retail offerings, including Hampton Roads’ first Nordstrom and the region’s flagship Dillard’s department store.  Entertainment and dining options occupy approximately 25 percent of the tenant mix.  Shopping hours are 10 am to 9 pm Monday through Saturday, noon to 6 pm Sunday.

Nov 6th - Dec 24th The Ice Palace

The Ice Palace

Visitors are transported to a winter wonderland when they step inside the spectacular holiday Ice Palace, featuring a 30-foot ice dome with falling snow, a light show and interactive fun for all ages.  Visitors can also marvel at the larger-than-life snow globes, leave an icy handprint and sit on the chilly Ice Throne. The adventure culminates with a visit to Santa and a special gift.


Nov 22nd - Jan 19th Winter Carnival

Winter Carnival

Enjoy our outdoor Winter Carnival featuring nine family-friendly rides, including a 55-foot-tall, LED-lit Ferris wheel and a 20-foot-tall fun slide for big and little kids, along with the Tilt-a-Whirl, Spinning Monkeys, helicopters, Red Baron airplanes, Rio Grande Train, Spinning Tea Cups and new this year, Ocean Rage.  The cost is $1.25 for a single ticket, $25 for 25 tickets or $40 for 50 tickets.  Located outside next to MacArthur On Ice, the Winter Carnival will be open Thursday through Sunday until the kids are out of school, at which time it will be open seven days a week.  For specific hours, please visit www.shopmacarthur.com/carnival.

MacArthur On Ice

MacArthur Center kicks off the tenth season of ice skating at the coolest place in town. Whether it’s a family tradition or a first date, the center’s 7, 200-square-foot outdoor ice rink is the place for good times this winter.  Throughout the season, enjoy public skating sessions, ice hockey clinics, figure skating exhibitions and more. Those new to the ice or feeling a bit rusty can sign up for private lessons or get a helping hand from skate guards on-site. Refreshments are available. Admission is $6 or $5 with military ID.  Skate rentals are $6. Season passes and birthday party packages also are available. Where is the Lost and Found?

Please report any lost or found item to the Guest Services representatives or to Public Safety officers. Lost and Found items are held in the Public Safety office, located on the 3rd level. The phone number for the Public Safety office is (757) 640-0900.

Yes. We have single toddler, single infant, infant toddler combo and double toddler combo available for no charge at the Guest Services Desk in Center Court.

Where are your restrooms?

Our public restrooms are located on Level 1, Center Court, near Kay Jewelers and Papyrus and Level 3, Food Court area, around the corner from Charley's Grilled Subs. Both have adjacent Family restrooms.

All have 35 inch wide doors that remain open, accessible stalls are 37 inches wide with handrails, 19 inch toilet seat height, 11 inches between commode and walls. Each has an intercom direct to Public Safety, available 24/7.

Does Guest Services or any of the stores validate parking?

No. However, if you watch a movie at our movie theater, Regal Cinemas, & show your ticket stub at the movie ticket counter, Regal will validate your parking ticket for $.50 for the initial 3 hours only. Regular parking rates apply after 3 hours. If you have any parking questions or issues, please call the MacArthur Central Parking System at (757) 314-4421.

Who is the artist that designed the sculptures in MacArthur Center?

MacArthur Center showcases three prominent sculptural works.

The Bugling Cherub. Perched on a weathervane atop MacArthur's main entrance on Monticello Avenue sits a gold-leafed, copper cherub. A replica of an 1883 sculpture of the archangel Gabriel, the 35-pound sprite measures five-feet long and was handmade by J.K. Lynch and sons of Wilton, Conn.

Canada Geese. The section of Grand Court near the Lobby Lounge becomes a landing pad for five life-sized bronze Canada Geese depicted in a 700-pound, 15 sculpture by David Turner, an Eastern Shores, Va., sculptor.

Blue Herons. Opposite the geese in Grand Court near the Cappuccino Court sits a complementary 15 foot, 500 pound bronze Turner sculpture of three life-sized great blue herons perched on a limb surrounded by cattails.

What is the difference between the North and South Deck parking garage?

South Deck: All signage and ticket booths are RED. Garage entrances are off of City Hall Avenue and Cumberland Street. RV parking is available in the South Deck garage.

North Deck: All signage and ticket booths are BLUE. Garage entrances are off of Market Street.

Height restriction for vehicles in both garages is 7 feet.

What is the MacArthur Center Adult Supervision Program?

The Adult Supervision Policy at MacArthur Center requires that individuals under the age of 18 visiting MacArthur Center after 5:00 p.m. be accompanied by a responsible adult 21 years of age or older. You can find information about the Rules of Conduct and Adult Supervision Program on our website or by visiting Customer Service.

Do you have a kids' play area?

The children's play are is a 2600-square-foot play area located adjacent to the third level Food Court. The innovative play area is designed for kids to enjoy larger-than-life, three-dimensional Looney Tunes' favorites, including Bugs Bunny, Daffy Duck, Road Runner, and Marvin the Martian. Maximum height for children is 42 inches.
